Well I think this issue really hinges on what type of guitar player you prefer, as Rhoads and Hendrix had vastly different styles. Whereas Randy played tight, fast, and extremely intricate loops reminiscent of baroque style music and spent years in Spain learning all of the subtle nuances of classical style guitar, Jimi was a much more free form, ‘flowy’ style that emphasized open riffing and improvisation, which was necessary for the jam band style of music he created. I suppose if you want a definite answer of who is the ‘better’ player, Randy Rhoads is a more technically proficient musician, while Jimi Hendrix is a more memorable and arguably more artistic (for lack of a better word) player, with more emphasis on emotion and the sound rather than the correct structure of music being played. In the end, though, we should all be thankful that both of these great individuals blessed the world with the fruits of their talents, if only for a short while. Hoped that helped, rock on and peace out!
